I was reviewing some articles on the Web that you might be interested in. 

The first is about Key Performance Indictors for Unsealed Road.  This is a paper about how a New Zealand Council is assessing to see if they meet their service targets.  It is a detailed approach and it might be a bit resources hungry for smaller councils.  I have been implementing a similar approach with a larger council in QLD you can view a presentation online.

The second is a manual in pdf format all about managing low volumed roads.  It is a very useful article and I would highly suggested downloading and keeping for future reference. In the manual it talks about the correct selection of gravels for unsealed roads, which is something I have been working with councils in QLD on with good results. You can assess your gravel quality online

The third is a useful site that gives you descriptions for different defect types with photo on unsealed roads and some other useful information that could be useful when doing a presentation.
